NOTE: This plan provides basic recommendations and guidelines to be followed during a safety situation or incident that may occur during a community event. It is not possible to predict every situation, however proper planning and preparation will increase the safety of everyone. The most important principles to remember is to remain calm, use common sense and remember that only authorized agencies manage emergency situations.
Responding Agencies
In the event of an emergency, call 9-1-1. Incident specific suggestions are outlined in each respective subsection of this plan but generally, anytime 9-1-1 is contacted for emergency services the caller should:

If an incident occurs and a representative from one of the responding agencies is present, follow his or her instruction. An instruction from a law enforcement officer supersedes all other instructions.
Delay/Relocation/Evacuation
The order for delay, relocation and/or evacuation will come from the Events Manager. Instructions will be announced on the public-address system. Staff and volunteers will direct pedestrian traffic to the designated facility and/or to vacate the event space and return to a personal vehicle, public transport location, or seek shelter elsewhere. During any of these scenarios, please be aware of at-risk and vulnerable populations such as elderly and children and encourage attendees to proceed in a calm and orderly fashion.
Situations & Incidents: Lost Items/Theft
Lost and found is located at the Information Tent during the event. After the event, items can be claimed by contacting josh@adventurefit.com. All thefts should be reported to a staff member utilizing an Incident Report Form available for you at the Information Table.
If you observe a theft taking place:
Call the police (9-1-1) if necessary.
Notify the Events Manager.
DO NOT TRY TO PHYSICALLY DETAIN THE PERSON.
Situations & Incidents: Lost Persons
A lost child is the most common situation encountered at many events. If a child is reported missing, call 9-1-1 immediately or notify the onsite law enforcement. If the child is located before emergency personnel arrive, call dispatch back to report that the child has been located.
Please follow these procedures if someone reports a missing person:
Alert the Events Manager of the situation.
Through the direction of the Events Manager, determine the following:
What is the name, gender, appearance, and last location of the missing person?
What is the gender of the missing person?
Without abandoning required posts, all available staff and volunteers should spread out and search the event site for the missing person.
The Events Manager will determine when it is necessary to call 9-1-1 for assistance.
The public-address system will be used to make announcements about the situation.
Please follow these procedures if you find a child without a parent:
Attempt to comfort the child by communicating that you are there to help find his or her guardian(s).
Find a staff person or someone with an event radio to alert the Events Manager of the situation.
The staff person or volunteer with an event radio and the person who found the child should stay with the child at the location.
Situations & Incidents: Medical Emergencies and First Aid
Event Medical Specialists will be onsite with:
Physician during main event hours
Paramedic during all event hour, Secondary paramedic during afternoon event hours
EMT during all event hours
CAMPADELIC will have trained Harm Reduction Specialists which will be the 1st point of contact for psychological incidents.
Event Medical Specialists will have complete medical kits including AED, medicines, and IV supplies.
Only the physician will offer any analgesics or medicines of any kind. Only certified staff should administer CPR and/or use an AED. If someone presents as needing CPR and/or has no signs of life, call 9-1-1 immediately and notify the Events Manager.
If anyone presents as seriously ill or injured:
Call 9-1-1. Provide the dispatcher with the detailed information.
Notify the Events Manager.
If you are not trained in first aid, do not attempt to render aid.
Do not attempt to move a person who has fallen and who appears to be in pain.
Stay with the victim. You might be needed to provide additional information or to assist emergency personnel.
Avoid unnecessary conversation with, or about the ill or injured person as you could add to the personβs distress. Limit your communication to quiet assurances. When medical personnel arrive, they are in charge. Please stay out of their way.
After the person has been taken care of and the incident is over, fill out an incident report and turn it in to the Events Manager.
Situations & Incidents: Hazardous Materials
Report any presence of fumes or chemical substances to the Events Manager who can call 9-1-1 to report the leak from a safe location. Do not attempt to clean up any potentially hazardous and/or unknown chemical or hazardous substance. If no immediate danger is present, please block off the hazardous area to ensure the safety of guests and employees.
Situations & Incidents: Fire
If you discover a fire, call 9-1-1 and notify the Events Manager who may begin evacuation of the area. If you are instructed to notify the fire department, that becomes your primary responsibility. When you contact 9-1-1, be prepared to provide the dispatcher with detailed information (location, size, injured people).
Responsive Actions:
After calling 9-1-1, notify the Events Manager.
Keep an eye on the area and keep the public safe and clear.
Extinguishers are located at the main event tent. Do not put yourself in danger to try to extinguish the fire.
The Events Manager will dispatch a team to the appropriate entrance to escort the fire truck into the site. Follow the directions of Sheriffs and Fire Fighters.
Situations & Incidents: Law Enforcement Emergency
If presented with a law enforcement situation or life-threatening event such as an assault, sexual assault, weapons, shooting, kidnapping, or any non-life-threatening event such as a burglary in progress, theft in progress, robbery, arson, criminal mischief in progress call 9-1-1 immediately and then notify the Events Manager.
Notify the Events Manager immediately.
Keep the public away from the area.
Do not put yourself in danger to resolve the situation.
Situations & Incidents: Weather
During potential weather situations, the Events Manager will monitor weather using the National Oceanic and Atmospheric Administration (NOAA) radio, the eventβs contracted operational weather service and when accessible, the internet. The Events Manager will notify all staff and volunteers if an advisory, watch or warning is issued the surrounding area.
The following information defines advisories, watches & warnings according to the National Weather Service and serve as a general guideline as to the potential an event could be impacted by a weather even and the threat it poses:
Shelter and Evacuation
Should an incident occur where staff and attendees need to take shelter, cars and trucks are the first plan for shelter. If attendees need to be evacuated, they will be taken by staff vehicles to the Platte County Fire Dept. at 153 Dellwood Dr, Bailey, CO 80421
Weather Advisory - Highlights special weather conditions that are less serious than a βWatchβ. If an advisory is received, the Event Manager should consider the following:
Notifying staff and volunteers
Monitor weather reports for updates β by radio, television and/ or phone
Weather Watch β When the risk of a hazardous weather has increased significantly, but its occurrence, location, and/or timing is still uncertain. Intended to provide enough lead time to provide for contingency planning. If a watch is received, the Events Manager should consider the following:
Notify staff and volunteers
Monitor weather reports for updates β by radio, television and/ or phone
Public address announcement to advise guests of the watch.
Preliminary considerations and planning for delay, relocation and/or evacuation based on the nature of the watch and the capacities of the site.
Weather Warning - Is issued when a hazardous weather event occurring, is imminent, or has a very high probability of occurring. If a warning is received, immediate action should be taken:
Notify all staff and response personnel
Monitor weather reports for updates β by radio, television and/ or phone
Public address announcement to advise guests of the warning
Execute the delay, relocation and/or evacuation based on the nature of the warning and the capacities of the site
Precipitation
Community Events are held rain or shine. We do not delay, relocate, or evacuate events for mild to moderate precipitation. In the event of heavy precipitation, the Events Manager should consider the following:
Notify all staff and response personnel.
Monitor weather reports for updates β by radio, television and/ or phone.
Public address announcement to advise guests of the situation.
Execute the delay, relocation and/or evacuation based on the nature of the situation and the capacities of the site.
Flash Flood
If our location falls into a watch, periodic announcements to inform event patrons will be considered. If our location falls into a warning, the police will be informed. Announcements will be made to the public and staff will be asked to monitor and help direct the evacuation of specific parts of the venue. If a warning is received, immediate action should be taken:
Public address announcement to advise guests of the situation.
Execute the delay, relocation and/or evacuation based on the nature of the situation and the capacities of the site.
DO NOT CROSS RIVER.
Move to higher ground immediately:
Stay out of floodwaters. Swift moving water can be deadly. You will not be able to judge how fast the water is moving or see other dangers that lie beneath the surface.
Avoid driving through flooded areas. Cars can float in 12-18 inches of water and half of all flood fatalities are auto related.
Wind
Wind conditions can develop due to storms passing the area or other atmospheric conditions. The following conditions will constitute actions:
Light winds β 15 MPH sustained. Notify staff and response personnel as appropriate. Stage to prepare for possible winds and to secure tents and equipment.
Medium winds β 25 MPH sustained. Notify staff and response personnel of conditions. Move to secure tents and equipment. Consider removal of event tents as appropriate. Notify vendors of conditions and advise as directed by the Events Manager.
Strong winds- 35+ MPH sustained. Notify staff and response personnel of conditions. Move to strike event tents and equipment, as applicable.
Lightning
Use the following general guidelines in evaluating the risk of lightning and potential plans of action. From the visual strike to the clap, (counting one thousand one, one thousand two, etc.) the Events Manager should consider the following:
More than 15 seconds:
Notify all staff and response personnel
Keep an eye on the sky
Monitor weather reports for updates β by radio, television and/ or phone
Between 5 and 15 seconds:
Notify all staff and response personnel
Monitor weather reports for updates β by radio, television and/ or phone
Public address announcement to advise guests of the situation.
Consider delay, relocation and/or evacuation based on all other variables and the capacities of the site.
Less than 5 seconds:
Notify all staff and response personnel
Monitor weather reports for updates β by radio, television and/ or phone
Public address announcement to advise guests of the warning.
Execute the delay, relocation and/or evacuation based on all other variables and the capacities of the site.
Hail
If the event of hail, immediate action should be taken:
Notify all staff and response personnel
Monitor weather reports for updates β by radio, television and/ or phone
Public address announcement to advise guests of the situation.
Execute the delay, relocation and/or evacuation based on the nature of the warning and the capacities of the site.
Tornadoes
If our location falls into a watch, periodic announcements to inform event patrons will be considered. If our location falls into a warning, the police will be informed. Announcements will be made to the public and staff will be asked to monitor and help direct the evacuation of specific parts of the park. If a warning is received, immediate action should be taken:
Notify all staff and response personnel.
Monitor weather reports for updates β by radio, television and/ or phone.
Public address announcement to advise guests of the warning.
Execute the delay, relocation and/or evacuation based on the nature of the warning and the capacities of the site. If necessary, staff will direct all patrons to low lying areas surrounding the park and/or the Boulder Public Library.
